Allan Gotlieb, a former Canadian Ambassador to the United States. Mr. Gotlieb has written widely on international law and diplomacy. He is the former Under Secretary of State for External Affairs and head of the department’s Legal Bureau. Currently, Mr. Gotlieb serves on the governing council of the International Institute for Strategic Studies in London, England.
